Is PAP2 still banned in qatar. I wanted to buy one for myself but couldnt get it...

someone told me that its now allowed ... but around a week back i read in a newspaper that you can not use the VOIP for commercial purposes but for personal.

Anyoen got any idea.. from where can i get that.
